(Non-Motorized Vehicle for Hire)
Orange County
Ordinance No. 2017-17 will license, permit and regulate the Pedicab
Industry within the I-Drive District boundaries and is effective on January 1,
2018. The Pedicab Ordinance created the pedicab owner decal and the pedicab driver’s permit.
WHAT IS A NON-MOTORIZED VEHICLE FOR HIRE PEDICAB OWNER
DECAL?
A pedicab decal is obtained by the owner for
each pedicab owned and authorizes the pedicab owner to operate each pedicab in the I-Drive
District. The pedicab decal is not transferable.
Pedicab Owner Decal Application Minimum Requirements:

- Appointments
are required to complete the application certification. Please call Rebecca Wiles: 407-248-9590 or email: rwiles@idrivedistrict.com to schedule
your appointment. Available appointment times are Monday through Thursday from 10:00am to 4:00pm.
- Must bring printed copy of the completed application, certificate of insurance and business tax receipt with you to your appointment. If not, you will be asked to reschedule.
- Decal application fee: (A separate decal is
required for each pedicab vehicle)
- Applying January – March: $125.00 each
- Applying April – June: $93.75 each
- Applying July – September: $62.50 each
- Applying October – December: $31.25 each
- Minimum insurance coverage: $1,000,000
per occurrence and $2,000,000 in the aggregate
- Proof of insurance must be maintained within the pedicab at all times when operating within the District boundaries. (Digital copies are acceptable - i.e. mobile device)
- Business Tax Receipt is required from Orange County Tax
Collector
- Pedicab must meet requirements set forth in the Ordinance.

- Upon approval, pedicab decal must be affixed and
displayed at all times on the pedicab on the left rear portion of the pedicab.
- Pedicab must pass all inspection
requirements. See Ordinance for details.
- If pedicab fails first inspection, a second inspection can be scheduled at no additional fee if completed within 30 days of first inspection.
- Each decal expires on December 31st
of the year issued. Renewal of decal is required for each year thereafter.

PERMIT?
A pedicab driver’s permit must be obtained by driver before operating a pedicab in the I-Drive District.
Pedicab Driver’s Permit Application Minimum
Requirements:

- Must bring Florida Driver License and printed copy of the completed application with you to your appointment. If not, you will be asked to reschedule.
- Permit application fee:
- Applying January – March: $55.00 each
- Applying April – June: $41.25 each
- Applying July – September: $27.50 each
- Applying October – December: $13.75 each
- A valid State of Florida issued driver license
- Pedicab driver must be 18 years of age
- Background check required (included in application fee). Processing time: 3-7 business days.
- Proof of insurance must be maintained within the pedicab at all times when operating within the District boundaries. (Digital copies are acceptable - i.e. mobile device)
- Upon approval, a pedicab driver will be issued a
photo pedicab driver permit ID card which must be worn visibly at all times
while operating a pedicab
- Each driver’s permit expires on December 31st
of the year issued. Renewal of permit is
required for each year thereafter.

RESTRICTIONS?

Minimum Pedicab Operating Requirements and
Restrictions:
- Pedicab must display pedicab decal at all times
- Pedicab driver must wear and display photo pedicab
driver permit ID card at all times
- Drinking of alcoholic beverages while operating
or being transported by a pedicab is prohibited
- Fare schedules must be visibly posted on
pedicabs
- Proof of required insurance coverage must be
kept in the pedicab
- Pedicab passengers must remain seated
